From the description given this sounds most likely scenario.
With the vacumm controlled fuel flow in the normal running position, a stuck float in the carb could not continuously overflow because the diaphram controlled fuel tap would not be letting any fuel flow down to the carb
Please let us know what the results of solving this problem are.
